The achievement's own description is specific: read all of the notes in the trash bin, not just one or two. Players who've gone for a full completion run generally treat this as a straightforward checklist item rather than a puzzle — the challenge is thoroughness, not difficulty.
Because Rummager just asks you to read everything rather than find something hidden, it's one of the more reliably completable achievements on a single careful playthrough, unlike the Oxytocin secret, which involves more genuine guesswork.
